I've changed about half of the templates so far.
I think a charset keyword for IDLdoc is probably a good idea. I don't
want IDLdoc to get too specific about HTML (since the end goal is to
be able to output documentation in many different formats: LaTeX,
DocBook, etc.), but charset is probably a good compromise.
