[idldoc] IDLdoc 3.0 release candidate 1

IDLdoc 3.0 is feature complete (i.e. I finished the search). This  
would be a great time to run IDLdoc on all available IDL code.

I'm having some problems with the hosting of my main website, but I've  
found another place to put the downloads. Here is the release and the  
source distribution:

The other big news is the new IDLdoc project site at  
idldoc.idldev.com. Project wiki, timeline, roadmap, tickets, etc. are  
available there. Feel free to make a login, explore, and add stuff.
